  Approve the minutes of the Austin City Council work session meeting of September 22, 2026, regular meeting of September 24, 2026, work session meeting of October 6, 2026, and regular meeting of October 8, 2026.

• Item 2

  Approve an ordinance amending City Code Chapter 7-2 (Art in Public Places) to add and revise definitions, require City facilities delivered by a public facility corporation to incorporate a two percent allocation of construction cost as defined by Chapter 7-2, encourage private developers to incorporate a two percent allocation of a project’s cost to art, and expand and update language regarding the flexibility of art placement and funding for maintenance, repairs, relocations, and deaccessions. Funding: This item has no fiscal impact. The future financial impact will be determined as specific capital improvement projects and public facility corporation projects are approved.

• Item 3

  Approve an ordinance amending City Code Chapter 2-1 (City Boards) to establish the Millennium Youth Entertainment Complex Advisory Board, its responsibilities, and membership. Funding: This item has no fiscal impact because the ordinance only establishes an advisory board.

  Approve a settlement in Daniella Tahay v. City of Austin, Cause No. D-1-GN-23-002694 in the 353rd District Court, Travis County, Texas. Funding is available in the Fiscal Year 2026-2027 Liability Reserve Fund.

  Approve a settlement in Elena Torres v. City of Austin, Cause No. D-1-GN-25-001915 in the 53rd District Court, Travis County, Texas. Funding is available in the Fiscal Year 2026-2027 Liability Reserve Fund.

  Approve an ordinance amending City Code Title 4 (Business Regulation and Permit Requirements) to require kennel operators to make their outdoor spaces escape-proof and to create an offense and penalty. Funding: This item has no fiscal impact. The proposed amendment is intended for private boarding facilities and does not impact City facilities.

• Item 7

  Authorize negotiation and execution of a Place-Based Enhancement Affordable Space economic development agreement with Waverly North, LLC, to provide and maintain no-cost nonprofit office space for housing stability services, for a total amount not to exceed $864,210 over a 10-year term. Funding: $864,210 is contingent upon future appropriations to the Economic Incentive Reserve Fund.

  Authorize negotiation and execution of a Place-Based Enhancement Cultural Preservation economic development agreement with Esther’s Follies to support its continued operation as a live performance venue, for a total amount not to exceed $182,664 over a five-year term to support retention of this local legacy creative sector business. Funding: $35,100 is available in the Fiscal Year 2026-2027 Economic Incentive Reserve Fund. Funding for future award payments will be contingent upon future appropriations to the reserve fund.

  Authorize negotiation and execution of a Place-Based Enhancement Cultural Preservation economic development agreement with Escuelita del Alma to support its continued operation as a childcare provider, for a total amount not to exceed $84,390 over a five-year term to support retention of this local legacy business. Funding: $16,216 is available in the Fiscal Year 2026-2027 Economic Incentive Reserve Fund. Funding for future award payments will be contingent upon future appropriations to the reserve fund.

• Item 10

  Authorize negotiation and execution of a Place-Based Enhancement Cultural Preservation economic development agreement with Downtown Grocery LLC, d/b/a Royal Blue Grocery, to support its continued operation as a downtown neighborhood grocery, for a total amount not to exceed $82,077 over a five-year term to support retention of this local legacy business. Funding: $15,214 is available in the Fiscal Year 2026-2027 Economic Incentive Reserve Fund. Funding for future award payments will be contingent upon future appropriations to the reserve fund.

  Approve a resolution adopting the Community Wildfire Protection Plan Update. Funding: This item has no fiscal impact.

  Approve an ordinance authorizing the issuance of City of Austin Water and Wastewater System Revenue Bonds, Series 2026C, in the par amount of $5,000,000 to fund Austin Water’s waterline services replacement program and approve related documents. Funding: Fiscal Year 2026-2027 debt service requirements for the proposed bond issuance are included in the 2026-2027 Approved Budget of the Combined Utility Revenue Bond Redemption Fund.

  Approve a resolution authorizing the issuance by Moore’s Crossing Municipal Utility District of Unlimited Tax Bonds, Series 2026, in an amount not to exceed $7,600,000 to be used for water distribution, wastewater collection, and drainage facilities in the district and costs of issuing the bonds. Funding: This item has no fiscal impact.

  Authorize a contract for engineering services for the 2026 Reservoir Improvement Program Contract for Austin Water with Freese and Nichols, Inc., in an amount not to exceed $10,000,000. Funding: $10,000,000 is available in the Capital Budget of Austin Water.

  Authorize a contract for construction services for the Ullrich Water Treatment Plant Inherently Safer Disinfection Conversion for Austin Water with MGC Contractors in the amount of $81,555,085 plus an $8,155,509 contingency for a total contract amount not to exceed $89,710,594. Funding: $89,710,594 is available in the Capital Budget of Austin Water.

  Authorize an amendment to a contract for continued I Belong in Austin program administration, to reduce residential displacement and prevent homelessness, for Austin Housing with El Buen Samaritano Episcopal Mission, to increase the amount by $2,250,000 for a revised total contract amount not to exceed $24,050,000. Funding: $2,250,000 is available in the Operating Budget of Austin Housing.

• Item 23

  Authorize four contracts for copper sunset services, to migrate legacy copper lines to modern, alternative telecommunications services, for all City departments with 22nd Century Technologies, Inc.; Granite Telecommunications, LLC; Level 3 Financing Inc. d/b/a Level 3 Telecom Holdings, LLC, A Lumen Technologies Company; and T-Mobile USA Inc. d/b/a T-Mobile, each for an initial term of three years in an estimated amount of $2,319,000 with up to two one-year extension options each in an estimated amount of $757,000 for a total contract amount not to exceed $3,833,000, divided among the contractors. Funding: $100,000 is available in the Capital Budget of Austin Technology Services. $785,000 is available in the Fiscal Year 2026-2027 Operating Budgets of various City departments.   Authorize an amendment to a contract for continued NetBrain Software Platform services used for network management for Austin Energy and Austin Aviation with FreeIt Data Solutions Inc. to extend the term for one year for an additional $423,110 and to add another one-year extension option for an additional $423,109 for a revised total contract amount not to exceed $1,034,943. Funding: $245,000 is available in the Operating Budget of Austin Energy. $100,000 is available in the Operating Budget of Austin Aviation.   Authorize five contracts for three-phase distribution pad-mount transformers designed for underground distribution electrical facilities for Austin Energy with CribProcure Inc., Kllen Group America, Inc., Techline Inc., Texas Electric Cooperatives, and Texas Meter & Device Co. LLC d/b/a Texas Meter & Device, for an initial term of two years in an estimated amount of $20,000,000 with up to three one-year extension options each in an estimated amount of $10,000,000 for a total contract amount not to exceed $50,000,000, divided among the contractors. Funding: $10,000,000 is available in the Operating Budget of Austin Energy. Funding for the remaining contract term is contingent upon available funding in future budgets.

  Authorize an amendment to a contract for continued internet-based telecommunication services for Austin Energy with Windstream Holding Inc. d/b/a Windstream, to extend the term for one year for an additional $100,000 and add another one-year extension option for an additional $100,000 for a revised total contract amount not to exceed $717,000. Funding: $100,000 is available in the Fiscal Year 2026-2027 Operating Budget of Austin Energy. Funding for the remaining contract term is contingent upon available funding in future budgets.

  Authorize an amendment to the construction contract for the Airport Expansion and Development Program Utility Infrastructure Campus Wide Project for Austin Aviation with Sundt/Archer Western, to increase the amount by $224,000,000 for a revised total contract amount not to exceed $344,000,000. Funding: $224,000,000 is available in the Capital Budget of Austin Aviation.

  Authorize a contract for a comparison microscope, used to compare markings on bullets, cartridge cases, and toolmarks, for Austin Forensic Science with Thomas Scientific LLC d/b/a Thomas Scientific, in an amount not to exceed $109,733. Funding: $101,202 is available from the State of Texas, Office of the Governor’s Criminal Justice Division, Paul Coverdell Forensic Science Improvement Grant, Crime Lab Enhancement Project. $8,531 is available in the Operating Budget of Austin Forensic Science.

  Authorize a contract for fire hose inspection and testing for Austin Fire with Fire Catt LLC for an initial term of one year in an estimated amount of $76,500 with up to four one-year extension options each in variable amounts for a total contract amount not to exceed $427,500. Funding: $76,500 is available in the Operating Budget of Austin Fire. Funding for the remaining contract term is contingent upon available funding in future budgets.

  Authorize a contract for material rate studies to track progress toward the City’s zero-waste goal for Austin Resource Recovery with Resource Recycling Systems, Inc. d/b/a RRS for an initial term of three years in an estimated amount of $1,050,000 with up to three additional one-year extension options each in an estimated amount of $350,000 for a total contract amount not to exceed $2,100,000. Funding: $350,000 is available in the Operating Budget of Austin Resource Recovery. Funding for the remaining contract term is contingent upon available funding in future budgets.

  Authorize a contract for a policy and compliance management platform and related services to distribute and track department policies, document employee training, and support accreditation and audit readiness for all City departments with PowerDMS Inc. d/b/a Innovative Data Solutions Inc., for an initial term of one year in an estimated amount of $144,000 with up to four one-year extension options each in an estimated amount of $144,000 for a total contract amount not to exceed $720,000. Funding: $93,000 is available in the Operating Budget of various City departments. Funding for the remaining contract term is contingent upon available funding in future budgets.

  Authorize a contract for Microsoft Unified Support services to provide reactive and advisory support, training and readiness, and risk mitigation for Austin Technology Services with Microsoft Corp., for a term of three years in an amount not to exceed $5,000,000.   Authorize a contract for workers’ compensation medical management services to administer the City’s physician panel, manage medical costs, and support employee return to work for Austin Human Resources with Injury Management Organization, for an initial term of two years in an estimated amount of $2,900,000 with up to three one-year extension options each in variable amounts for a total contract amount not to exceed $7,590,000. Funding: $1,450,000 is available in the Operating Budget of Austin Human Resources. Funding for the remaining contract term is contingent upon available funding in future budgets.

• Item 34

  Authorize negotiation and execution of a Fourth Amendment to the Lease Agreement with Minorities for Equality in Economy, Education, Liberty, and Justice, Inc., a Texas non-profit corporation, on behalf of Austin Public Health, for approximately 738 square feet of City-owned office space located at 403 ½ East 15th Street, Austin, Texas 78701, for a term of five years, with one 5-year option to extend, for an annual lease rate of $100. Funding: This item is projected to result in revenue of $100 in the Operating Budget of Austin Public Health.

  Authorize negotiation and execution of all documents and instruments necessary or desirable to acquire, on behalf of Austin Water's Wildlands Conservation as part of the Balcones Canyonlands Preserve (BCP), in fee simple approximately 3.9924 acres and 2.8968 acres (6.8892 acres total) of land generally located south of Ranch Road 2222, west of Oakwood Cove at Beverly Hills Drive in Austin, Travis County, Texas 78731, from Russell G. Coffee A/K/A Russell Graham Coffee and Christine Coffee Baker, as Co-Independent Executors of the Estate of Robert Franklin Coffee, deceased, in Travis County, Texas, Probate Case No. C-1-PB-21-001404 for a total amount not to exceed $3,676,000, including closing costs. Funding: $3,676,000 is available in the Capital Budget of Austin Financial Services.

  Authorize negotiation and execution of twelve advertising agreements with Clear Channel Outdoor, Lamar Advertising Company, Waterloo Media, iHeart Radio, Telemundo, Univision, KVUE-TV, KXAN-TV, Austin American-Statesman, Google, Meta, and Ground Truth, for public outreach campaigns associated with the Climate Pollution Reduction Grant, the Construction Partnership Program, Vision Zero Program, the Safe Streets for All Grant, Community Services, and GetThere ATX in a total amount not to exceed $2,337,000. Funding: $437,000 is available in the Fiscal Year 2026-2027 Operating Budget of Austin Transportation and Public Works, $1,810,000 out of the Climate Reduction Implementation Grant, and $90,000 from the Safe Street for All grant within the Capital Budget of Austin Transportation and Public Works.

• Item 37

  Approve Service Extension Request No. 6451 for wastewater service to a 2.85-acre tract located at 1107 Castle Ridge Road within the City’s Drinking Water Protection Zone, the City’s two-mile Extra-Territorial Jurisdiction and Austin Water’s wastewater service area. This action concerns land located within the Barton Springs Zone. Funding: This item has no fiscal impact. The property owner will pay the related infrastructure costs to connect to Austin Water’s wastewater system.

• Item 38

  Authorize negotiation and execution of the fourth amendment to the Agreement for Wholesale Wastewater Utility Service for the Comanche Canyon Ranch Extraterritorial Jurisdiction Planned Unit Development with Travis County Water Control and Improvement District No. 17 (WCID 17), allowing Austin Water to receive untreated wastewater for treatment, in place of treated wastewater currently provided under the existing agreement. This amendment supports WCID 17’s evaluation of decommissioning its treatment facility and reflects Austin Water’s ability to accommodate the operational change without additional efforts or cost. Funding: This item has no fiscal impact. WCID 17 will assume the costs for decommissioning its Comanche Canyon Ranch Wastewater Treatment Plant.

• Item 39

  Approve appointments and certain related waivers to boards and commissions, to Council committees and other intergovernmental bodies, and to public facility corporations; removal and replacement of members; and amendments to board and commission bylaws.

• Item 40

  Approve a resolution affirming Council’s commitment to support workers and directing the City Manager to develop and incentivize a qualified, local workforce in certain Convention Center contracts.

  Approve an ordinance waiving or reimbursing certain fees related to Austin Sister Cities International's Austin-Taichung 40th Anniversary Celebration held at the Asian American Resource Center on September 19, 2026.

• Item 42

  Approve a resolution directing the City Manager to prepare an ordinance for Council consideration authorizing the City Manager to enter into an agreement that would permit the encroachment into the public right-of-way of Grove Boulevard by a proposed elevated walkway to be constructed, operated, and maintained by Ecology Action of Texas and waiving the application and application fee requirements of City Code Section 14-11-51 (Application and Approval) for the agreement.

• Item 43

  Approve an ordinance waiving or reimbursing certain fees related to Sunday Sessions ATX's 2026 Sunday Sessions by Legacy on a Plate held at the Waterloo Park on October 11, 2026.

• Item 44

  Approve a resolution directing the City Manager to work with the Capital Area Metropolitan Planning Organization, the Texas Department of Transportation, and other partners to prioritize safety, walking, biking, and transit in proposed Parmer Lane (Farm to Market Road 734) improvements, and to advocate for a full environmental review of any proposal for the corridor.

  Approve a resolution directing the City Manager to establish a reporting and tracking process, provide quarterly reports to Council, provide updates regarding legislative efforts, convene a sub-quorum of Council Members to guide legislative objectives, address concerns from community organizations, and establish a community advisory group related to the implementation of the No Wrong Door initiative.

  Approve a resolution directing the City Manager to provide data on the outcomes of each City social services contract, to provide an understanding of the geographical distribution of those individuals and families being served by the City’s social services contracts and report back to Council.

  Approve a resolution authorizing the filing of eminent domain proceedings and payment to acquire the property interests needed in support of Austin Watershed Protection’s Barton Creek - Oak Acres Creek Flood Risk Reduction Project, for the public use of flood mitigation and to improve roadway access to the neighborhood during large storm events requiring the acquisition of a public utility easement consisting of .0498 of one acre (1,308 square foot) and a temporary working space easement consisting of 0.0300 of one acre (1,308 square foot), both being out of the Thomas Anderson Survey No. 17, Abstract No. 2, Travis County, Texas, being a portion of Lot 24-B, resubdivision of a portion of Oak Acres, a subdivision of record in Book 9, Page 91, Plat Records, Travis County, Texas, said Lot 24-B conveyed to Luis Gonzalez and Maria Calleja by Warranty Deed with Vendor’s Lien dated February 14, 2025, as recorded in Document Number 2025016716, Official Public Records, Travis County, Texas, currently collectively appraised at $7,992, subject to an increase in value based on updated appraisals, a Special Commissioner’s award, negotiated settlement, or judgment.   The Mayor will recess the City Council meeting to conduct a Board of Directors’ meeting of the Austin Housing Finance Corporation. Following the adjournment of the AHFC Board meeting, the City Council will reconvene. This item has no fiscal impact.

• Item 49

  Conduct a public hearing in accordance with Texas Parks and Wildlife Code Chapter 26 and consider a resolution authorizing a change in use of dedicated parkland, known as Country Club Creek West Greenbelt, to permanently use approximately 121,156 square feet of parkland in order to construct, operate, maintain, and repair roadway and associated improvements. Funding: This item includes a mitigation payment in the amount of $1,368,050 and $107,735 in the form of park improvements from Austin Transportation and Public Works to Austin Parks and Recreation and, as a result, there is no impact to the General Fund.
